It is time Steemit delegation recipients were thoroughly audited
Steemit Inc, @ned and company, delegate large free amounts to get development off the ground, different apps, projects and the like. How they choose their targets I am unsure about but, they seem to continually have some challenges arise.

I know them all except for @trending-grace and most at least will be familiar to many.
Another case, how many is that now?
Some of you may have come across this post in the last few hours talking about the misuse/abuse/something of the free delegation to @dmania. I understand that some of these apps/interfaces are important but, the delegation coming from Steemit is not available to all, only some favoured members. Again, not my area however, time and time again, there have been issues of abuse, favoured voting, voting alts and generally serious allegations leveled at some of these developers.
At least to the general public, it seems that some are doing more padding of their own pockets with free (and very large) delegations than developing and building the community. Perhaps this is a problem, perhaps not but, Steemit should have much tighter vision over these activities as they are Steemit-backed enterprises and are therefore representative of Steemit and Steem as well as @ned himself.
I understand that the delegation is a kind of payment for services rendered but, what is the right level for developers, how far should the rest be distributed, how many votes can a small circle at the top get?
Best practices, accountability.
I have suggested in different ways before but, these delegations should be accounted for, Steemit should know how and where they are being used and should have guidelines for best practices. For at least Steemit, there should be full transparency from the app developers and, there should be an independent accountant (or a few) who continually monitor and track how the delegations are being used.
The amounts they are playing with are not insignificant amounts and the way they use these large delegations affects the entire ecosystem. These accounts and their practices should be audited like any other service provider to make sure that what they are promising the customer, Steemit, is actually happening.
Time and time again some of these delegation recipients have failed to use their delegation for much more than a circle jerk. If they were private accounts, that would be one thing but, these have direct Steemit delegation and are a reflection on the entire platform and the future of it. If a private account performed this way it would be classed as abuse, when a Steemit-backed account does it?
It is all too common that when people get free delegation, whether developers or private accounts, many seem to not find an appropriate line of healthy personal growth, community support and abuse. There has been memo vote selling, circle jerks, voting on alts and massively over-rewarding family and friends with free delegation.
Bring in some professionals
I think all delegators should keep some eye on who they delegate to but, ALL Steemit-backed recipients should be held to a much higher standard. That takes transparency and accountability. Without this, these kinds of allegations will continue and Steemit will look more and more like a corrupt crony government emptying the coffers.
Perhaps it is time Steemit Inc hired a few professionals for an internal audit rather than relying on those they delegate to to act with integrity. Just in case.

I dont know to much about delegation, but it sounds like there are some greedy people out there trying to beat the system. I like your idea of auditing delegation recipients - much like we audit businesses or we are strict on people getting bank loans
Always wise to get audited externally. I am not saying that anything is happening that shouldn't. It just keeps everyone on the straight and narrow.
The same principles should apply whoever is having a say about Steemit moving it forward. personally no one who develop bot or owns bots should have say on how Steemit should function. I say this because they would steer it in the direction they want so they could benefit. If they knew what was coming if and hen changes happen they would have developed something for day one giving them an advantage.

I know what you are getting at and I wonder this same thing about delegations to people who have followers off utube and FB. Even though they claim to have thousands to millions of viewers/subscribers/whatever their account comments here don't reflect that those same followers are moving forward to join steemit so what they are allowed to continually take out of the system with their self upvoting isn't getting put back into the system under the guise that they will pull in additional new users.
There are several overly paid accounts that work under this. Some just repost what they have on other platforms yet have not advertised Steemit to their audience at all.
One claims they shut down their FB only leaving a message that says they have decided to use a new platform on Steemit....but that account doesn't seem to be growing in participation over it. He claims over two million users on his utube channel when he first started on there and states utube is underestimating the number of views he gets to give him less money....well when he first started it was during the Iraqi war when more people were active against the actual war, now the wars over there's no need for them to feel compelled to have a voice against it. I've often found myself clicking and following a site out of something of interest they posted at the time to keep updated then afterwards un-following for lack of interest in other endeavors. If they didn't actually show up in my email or a news feed I'd probably forgot I even clicked to follow them. One site I am on I follow a few blogs on there but don't get notifications from all of them in my notifications.
I look at things differently to most as I have found there is always an angle for someone to benefit. I have lived in a country where corruption has been rife for years. You always hope it is not the case but normally are let down as greed always surfaces somewhere. I am sure whoever is overseeing this doesn't have fingers in any of the pies on Steemit.
Good suggestions, knowing who has kept how much and what are they doing with it is an important question. You have taken a good initiative. There are many challenges in steemit mostly related to security and misuse of services and platform itself. Hope @ned,@dan and the witnesses take your suggestions seriously.
Truly delegators should make audit of the accounts who received the delegation. Some could use in pursuit of personal interests which is a dysfunctionality of being. May I suggest total accountability.
Beautiful and amazing suggestions @tarazkp, people who are being delegated to should first be checked and there must be certainty they are actually worth being delegated to, integrity should be established

The suggestions are fundamental to grow the community... More of people like you who have a lot of time on the platform and already know those security breaches.
Your suggestions are very important because many things on steemit related to security and misuse of services and platform .
It is good that proposals are made for security, it is for the welfare of all.
