There are quite a few “voting trails” out there or just massive voting networks at I like to call them. I’ve seen a few of them some being 300 and others having 3,300 or more. I’ve investigated a few and they appear to be filled with a bunch of accounts all created around in the same month. Some of them were created by spammers that got in before Steemit could put in better protections against this kind of thing. It's why it takes a week(s) for new people to make a free account.
I have spoken with a few people about it and I have been told its just too much work for them to narrow down the bots between those that are that are legit users that sign up to auto vote. Some times there are clear cases of when someone abused the system and flooded with free account creations. Other times it's hard for them to know for sure. Most of these networks are worthless. They vote at 100% since they been around for 6months or longer and drain themselves rather greatly due to it. Once in a while, someone with some voting power will come in and knock them the rewards. At end of the day it's not doing much thought. These people are protected under the “if the blockchain allows it” clause in the whitepaper.
Other times these votes are legit from people all supporting the person and what they do for the community. There are a lot of difference once out there from the very small to the large. Some support minnows, others witness, some support trails, others certain ideas.
