There is a mistake in your question. Steemit is just a front end. This should be steemit account.

Ok, now answering your question- First of all, you need to what is sp leasing and how does it work.

Leasing is actually taking someone's sp by paying him/her. When you pay for a specific amount of sp, opposite delegates his sp as contract which can be taken back by the real owner anytime. 

So what sp does? Sp is Influence tokens which give you more control over post payouts and allow you to earn on curation rewards. When you will lease sp, your vote value will be more depending on base feed. And you will also get more bandwidth as you are owing more vests.

So, it will depend on user. It's never nesessary for anyone leasing sp. Yeah sometime new accounts faces some problem with bandwidth.It runs out so quickly for the new users as they don't have much sp. So if you are new on steemit and do a lot of activity on steemit and your bandwidth gets run out than you can take 50-100 sp lease. In other cases it will depend on users.
