maybe time to stop giving away 10 SteemPower on signup?

I see new signups are currently disabled as an "unexpectedly high sign up rate" was taking place.
I think this is because the 10 SteemPower giveaway encourages creating multiple accounts, especially with the recent rise in price.
It is also a way of rigging the voting process as massive armies of fake accounts/bots , even with just 10 SP, can help a post gain traction.
I think Steemit is already in a position to attract many signups without the 10 Steem offering.
if the system really needs a new account to have at least some SP to start participating I believe the allocated SP should not be worth more than 5$.
alternatively -or in addition- number of accounts could be limited by IP, but with VPNs I don't think such measure would really solve the issue.
I think it all comes down to removing the financial incentive of opening a new account, and that means removing the 10 SP gift.
