Block chain Technologies limitations and steem product suggestion

I was going thru different scenarios where block chain can be used and steemt obvious one.Lot of great things have been told abt block chain.
1.A distributed data structure
2.Implement trusted services without third party like bank or any such entity.
3.Mechanism to transfer value over the network
4.Create original digital content and so many things.
but this whole talk about decentralization philosophy sounds absurd to me

Human beings are such way they there are leaders and followers. If we let everyone make decision it will be total chaos. Some sort of order is needed. Some set of rules were designed from prehistoric days to better serve humanity. Think about days when killing each other was the norm and so much cruelty towards each.World is much better place now.

When we design decentralized services and organization these concept needs to be applied. I was thinking about steemit in this regard

1. There is obviously account verification happening which is sort of centralized service
2. Content, there is mechanism to flag inappropriate content and plagiarism
3. Not sure about how bullying and criminal activities are handled ,even though the design might allow this,government and society would demand it

Challenges

1. Steemit rewards authors and curators based on an algorithm.We have seen many people earn good rewards but at the same time a lot of people will not be rewarded.May be there are not discovered or due to lack of quality content.. what happens when these users feel rejected unlike facebook which is perceived as a level playing field, lot of them withdraw and may drop out negatively impacting growth of the community.
2. The rewards are based on "value " created with authoring and curating content. Thats fine, they drive users and network effect create more value but what about say a user seeing and advertisement or article in steemit and purchase a product.If this mechanism is monetized then the user who purchased the specific product shall also be rewarded
