I'm not sure. I think if you get lucky and a whale upvotes your post, you can get a decent amount. Over time, this might slowly spread the steempower among a larger set of users. Or it might stay concentrated as the whales are the only ones who can get their posts to the front, and hence the whales usually upvote only other whales posts.
