Curation rewards will always be earned by all members regardless of the FVL. If you read our post regarding why the FVL is fair we outline the entire concept of STEEM and bandwidth which generates "dust" if voted too lightly. Our system ensures those under the FVL up vote with 100% strength, which does not result in "dust", it generates a good vote that will result in a curation reward (may be small but still is there). This is all based on your SP. It is no different than you upvoting someone with 100% power (or if you have no slider just voting).
