It is impossible to know which one will be more valuable in the future, because the value of anything is determined by human behavior. So if people in the future decide to buy/use SBD over STEEM, SBD will be more valuable.
SBD is a pegged currency. You are correct that the value is determined by usage, but as a pegged currency, SBD has mechanisms that drives price to $1.00 while STEEM does not have these mechanisms.
