Bots on steemit.

I want clarification...

Are bots actually allowed on steemit?
I see this bot @cheetah accusing people of plagiating here on steemit everywhere!
He is getting tons and tons of money by flagging people's posts while beeing a bot!
Is this fair versus people that actually sit there raping their ass of to get some cent on a post?!
