I believe they have. I hope not every witness has to be a dev in order to be a good one. There's some technical know how required, but if everyone is a dev, or mainly involved in that end, it seems to me a lot can be left under represented. In my personal experience working as a liaison between a dev group and end users, the needs of both groups are not always aligned. So, it's good to have more of a diversified group of folks that can then bring all concerns from all parties to the table.
