every one has differing opinions and they should be welcomed not down voted because they can make money out of down voting that is absolutely terrible in my opinion - its also happened to me because I use a platform I completely have faith in and works and have evidence and proof of the entire system background and set up - which the down voter did not - I also got abused verbally by a Whale for the same post after being on Steemit for just about 1 month - I agree it should be stopped - live and love I say - not spread discontent - great post my friend
Yes thats true. And they are not reading just downvoting posts with lot of votes. For their own good. For money.

it will be interesting to see how abuses are treated in such a decentralized system. is there a way to validate downvotes/flags? or a flagging threshold that must be met before payout is possible the way to go? ... entitlement/regulations/factions/opinions LOL and this is how we get laws and policy. :)

You can get off the blacklist but you need to get on discord and talk to someone. They usually flag based on a number of things.
