Wow, who the hell voted for that garbage?! You are right it makes no sense and if you look through the other articles from that author you'll see he has many nonsensical posts... this is not a good sign for the platform if people are just voting on titles and not reading the articles - although this is also an issue with Reddit as well...

It appears that that author is rewriting/spinning other people's content.

I am quite new to Steemit and I don't know yet the ways people are trying to take advantage of it, but it seems that people vote on posts based on the value the post already have. If this is true, than curators can maximize their profit by upvoting many, many posts. To do this, they cannot read the whole post and start to use alternative methods to vote. I figure: they check the title, some (very little text), perhaps a picture.
If this is true, than it makes sense to publish random posts with bulshit content, trying to use words that may catch a whale's attention.
It is actually a cleaver way to profit from the system, but it will lead to a flood of bulshit content. A thousand dollars for posting a completely stupid (I mean, random) article is a great reward, and people will certainly go after it.
