Superpowers for the top witness
I was thinking about Steemit and came up with some ideas. One thing I thought would be cool is if the top witness could gain some super powers to help oversee the network.
First a definition:
The top witness would be the witness receiving the most stake votes, or the one on the top of this list:

Since these new abilities would be very powerful and drastic, there should be limits on their use. I'd say these abilities are only usable once per week (every 7 days) regardless of who is the top witness at the time. Also, the account invoking one of these powers would have to burn an amount of SteemPower from their accounts. This fee could be set to the account creation fee * 200.
Ok on to the powers!
Subtract 20 rep from any account over 25 rep.
Has the beloved @steemsports gone rogue? And now only posts latte art porn? Well the top witness can give them the smack-down if necessary.
Restore any account with reputation below 0 to 25
We all know @wang doesn't deserve a -16 rep. Now that classic bot can get a reprieve.
Remove post voting and sp delegation rights from an account for a week
Has a certain whale got a little too flag happy? Now the head witness can put the kobosh on that.

Aiding in returning tokens or power that has been sent to the wrong user.
I appreciate your idea but unfortunately, crypto-currencies have a commandment "Thou shalt not reverse transactions". Adding this to Steem in any way , shape or form would have a bad effect on the price.
Let's not forget the bitcoin maximalists and how they would jump to the chance to use that against steem.
Like they did on the eth dao hardfork, karma now that they themselves are almost facing a hardfork.
Word.
Sounds like there would be a new sheriff in town. Not a bad idea!

What about the ability to freeze or unfreeze an account?
Some people spend all day long plagairising and making money using bot accounts, and it's proven impossible for the SteemCleaners to keep up.
What if the top witness could freeze an account from posting? This could be countered with the witness ability to "unfreeze" an account too, since people could just unvote the top witness if they're using their powers maliciously.
