It should be noted that the view count only counts those landing on the post from within the Steemit UI, there are also other UI that interface with the Steem Blockchain too (Busy.org, eSteem) Also the viewer count may be lower as it also doesn't count views coming from Facebook,Twitter or Instagram either, as I understand, I may be wrong.
I do agree that many votes occur in a timeframe that would make it impossible to have actually read the post first.
Ok I will need to look in to that but if you are not a member (coming from Facebook, Twitter or Instagram) you can not upvote the post. So it would still mean that more Steemians upvoted the post then Steemians that actually viewed it.
