People aren't still giving them their votes to inactive witnesses. The votes don't time out or decay, they last forever!

Yes, I understand that. I just think for those who did give them a vote and are still active here, they should reevaluate which witnesses they have upvoted to see if they still are active and contributing and if not, redistribute their votes to active witnesses.
