Why does it say it is "Potential Payout"?
Does this mean that it could be less than $0.15 Steem / Steem dollars?
Is it because it depends on exchange rate?

Yep. Because before the 7 days of maturity is completed. This value will fluctuate based on the daily value of SDB against USD. So it could be up / down before it is confirmed.
Moreover it is also potential because there could be people keep upvoting (or even down vote!) until the last 12 hours before it matures. :)
