No, Steemit's precise strength and unique feature is that it is a mostly decentralised and uncensored platform. The moment you start putting the hands in the power of the few that is when it will fail. This is what keeps happening to social networks, facebook and twitter originally started off not too badly but then immediately began to get fucked over when the SJWs came and co-opted all the important positions.
If a user is being unfairly targeted, people will stick up for them on their own terms, AlexaNova is actually a classic example of this, the system does not need 'fixing' and I find suggestions of this nature to be highly suspect.
From my limited knowledge of the platform, I'd have to agree with you here. Good point, would be interesting to hear a response from the author.
