40% of the created steem dollars is a random lottery for the entire voters.
The rest is a proportional lottery to the voting power for the entire voters.
In other words, the roulette wheel is set by the proportion area to the voting power.

Changes

For comparing the participation rate, the distribution ratio of random selection and proportional selection is changed to 40% and 60% from this time.
