Well, unbelievable or not, most municipalities operate this way. The reason so many people go back to prison is not that they commit new crimes, it's not paying restitution, or missing an appointed court date. Not to mention, the city has no statute of limitations. Once they issue a warrant it exists until it's served, or you pay the warrant fines. It has nothing to do with guilt or innocence. Also, they gave me no means to go to court and fight that animal control officer to contest the fine.
