Much like one has to scroll and accept terms & conditions for some software installation a similar function could be implemented. One would have to scroll all the way down to the end of the post before being able to vote. It makes sense since one owes to see the entire post.
I am not an engineer either. I am just trying to figure out what is possible. Maybe one of the Steemit engineers can join us?
I really don't think the page scroll lock is the solution, it is for humans to 'read' the entire document, it is a frontend feature. Bots act I think one layer behind that, on an API, where page scroll lock will not work, at least I cannot figure out how that would work to be honest.
so much have been written about bots and how to prevent, or whatis possible or not. Search may give you the results your are looking for
