The easiest way to measure this is by looking at if users have cashed out or powered up.
I dont like that i have to have powered up in the last 24h. The fact that inhave bnever cashed out and always powered up should count as well imho.
We want to reward people for buying STEEM or for using STEEM to power up in the last 24 h because this will help us keep a fresh list of posts active comming from different users and not from the same each day! You can send us your link when you are doing the next power up! Thanks!
