? STEEMIT REPUTATION SCORE? AND WHAT DOES STEEMIT MEAN BY "LOW QUALITY CONTENT"?

Like many of you I have been on Steemit since, basically, the beginning and I'm wondering if anyone knows how to get the "reputation score" to go up.

Is it based on upvotes? Time? Account balance? What?

Also, who understands what Steemit means by "low quality content"? See below
