we need a separate pool for downvoting, to remove the economic disincentive for downvoting (and the need our major downvoters feel for making up their lost curation rewards by spammy selfvoting)
I remember there was some proposal regarding this some months ago. I think I need to read it thoroughly to know the details. There should be an incentive for the downvoters or they should get a portion of the rewards they cancel with their vote. I agree!
That would be a very good idea... unless it leads to spite voting since everybody would have a share of flags to use on a regular basis. Why aren't these things ever simple?
I'm not sure if this is a solution, but it just came up to me, and I'm throwing it here, maybe others can see if it's reasonable:
This would actually build upon the idea of a separate pool for downvoting. By default it would be 0, and all downvotes will cost voting power.
All users should have the possibility to agree with a downvote, without actually casting a downvote. In this case they would upvote the flagger, much like you upvote for a witness (only once). You can also remove the upvote at any time if at a later time you disagree with the pattern of downvotes.
For every upvote a downvoter gets in appreciation for his flagging work, he should receive an increase in the downvoting pool limit (maybe not for every upvote, but at certain levels instead). When upvotes are withdrawn, the limit should be lowered.
