If I want to invest in STEEM POWER from my wallet do I put convert to STEEM or transfer to savings?

First, you have to have steem or SBD to power up.

Then:

Click on the small profile pic in the upper right hand corner to get the drop down menu
Select Wallet
Click on the small arrow near SBD or STEEM and choose Power Up.

Exchange steem into steem power or send some btc to steem power, over internal exchange as I did today (go at wallet, steem power>buy, BlockTrades) Good luck

What about from my wallet? do I have to move them to an exchange?

You can buy steem power from your wallet in 3 ways:

Power Up from steem that you have in your wallet. Click the little arrow and choose Power Up.
Click of the little arrow next to Steem Power and choose Buy. You have to buy with coin.
Power up from SBD that you have in your wallet.
