As curators our job is to distribute the reward pool - Someone might be voting for content they personally like, others might think what would drive the growth of community best, whatever the case is, for rewards that conflict with our views on what the correct amount should be there is only two options: upvoting and flagging.

There is no way currently to curate reward pool efficiently without damaging the posters reputation, if you deem the rewards too high for content provided. Flagging also is seen as an offensive move by the receiving end, people have complained about this for months after the "reward experiment" was started by few whales.

Introducing downvote to fix the mess

Now imagine that instead of receiving flag you get downvoted. Your rewards would still get lower, sure. But would you still be as offended? This enables people with high stake to gain more say, thus increasing the demand for Steem power!

In my opinion this is a valid option that should be considered and I'd like to see more disccussion around this topic. What cons and pros do you come up with?

I totally agree with you. The flag is the only one tool that has so many implications. There is a difference between flagging to fight spam and flagging to even out the rewards pool. There should be more options.

I've been saying this for some time and Dan seemed onboard with it too.
