Yesterday, a huge amount of STEEM transfer suddenly appeared in the binance exchange, more than 30M STEEM. At that time, I felt that something was going to happen.
昨天，币安交易所突然出现巨额steem转账3000多万STEEM，当时就觉得有事情要发生。

Obviously, the binance exchange transferred the STEEMs in cold wallet to hot wallet, and gave the witness voting right proxy to the new steem account of @dev365 built by @congcong four days ago.
很显然，币安交易所把冷钱包的steem转移到热钱包，并把见证人投票权代理给了4天前由 @congcong 新建的 @dev365。

As with the soft fork HF22.2, I think the witness mechanism of steem is problematic.

Each steem account can vote for 30 witnesses, which means that the same top 20 can be voted jointly.

Now it seems that this has proved feasible, and has happened twice a week in a row:
