You are probably thinking of the normal runescape cape's I was on about the 99 capes.

Yeah there was if you managed to reach 99 on any skill you would get it's cape.
i not think i ever see 99 cape it for every skill 99 cape
Yes correct for every level 99 there was a different cape in which the player could wear.
i never get to 99 level so maybe why i never see cape like that
