It's technically false what you say that you should wait out the 30th min before voting. The weight of your vote is just adjusted if you vote before 30 mins. For example if you vote at 15 minutes, your vote 'power' would only be half of what it is at 30 mins.
However, the strength of your vote is also changed by how many people have voted before you. If a big whale votes before the 30min mark, there is little incentive for small power holders to vote, it would have been a better strategy to vote before the whale.
Yes, you're absolutely correct and I've tried playing that game. Technically you should vote for everything right away, wait until 29 minutes, look up the SP of all the other voters and do the math on whether to re-vote or take the penalty. I didn't do well at that but I suck at math. Overall I found I made more voting at 30 minutes than right away, but YMMV. Thank you for the excellent comment!
