I have strong doubts he is a real Witness... Just take a look at his Reputation Level and his actions around (plagiarism, begging, and not to mention the way we talks... as well he just joined last month)
I think for the moment this is just one of the game that Steemit is playing thinking that we are stupid and we will not notice; what i am trying to say is that for a while they will keep on rotating random names in the first 100 Witness just to show that they are not involved in the so famous "Top 20 Witness"....
For the moment i have decided to don't power down and i delegate all my SP to @qurator as i know they are still around and will promote great content creators..
For sure after all the major members of our community will do their power down and be totally out; we will see a total new list of Witness around... Trust me Justin is not stupid and we can see it (and i am not mentioning that in a positive way)!
