I believe that it's not exactly 1 to 1 but it is designed to remain very stable. According to the white paper, it's like holding convertible debt in a company. You hold a note worth a certain amount and you are paid interest on it. The price does fluctuate a bit though. According to http://steemdollar.com right now 1 Steem Dollar is worth $1.19USD.
