Is it possible to create a new Steem fork like it happened with Golos?

One of the biggest problems of Steemit is unequal distribution of resources.

Golos is a steemit fork for the russian community that started with an ICO.

I think that creating a Steemit fork, distributing the token with an ICO would be great.

Of course it would be fine to assign to Steemit inc an amount of tokens for their work for Steemit site and software.
