IPFS, which is used to host DTube videos has a copyright infringement reporting form.

I'm not sure if that means they can actually delete videos from the protocol, but here's hoping they can because blockchain and revenge video (porn) seems a really fickle territory to wade in. Especially given how many nations do not have a (digital) right to forget legislation.

IPFS is a P2P system which runs on participants in the network. you decide yourself what is on your part of the network, and you can block a list of hashes to appear on your node. this way DMCA compliance can be done, but still if you have the hash and people on the network provide it, you can get it.
