The "small delegation" should be provided by default for everyone.

Seriously? That will not attract new users to Steemit.
This is not balance.
Just take a look at this:
Addicted to SteemPower (Maybe the first part).
He currently have approximately 15 Steem Power.
He can write approximately 13 comments, but he can vote 100+ times.
Why would anyone want to vote 100+ times with 15 Steem Power?
I think everyone should admit the fact that the whole current working model of the RC (Resource Credits) is wrong and bad for Steemit.
This could be fixed by reducing the RC cost for minnows and add a 5% increase on people with 50sp+. Minnows could be more active and it wouldn't touch the bigger guys.

If you add a 5% increase to the RC cost on people with more than 50 Steem Power, then you would actually punish plankton/redfish and minnows.
If you really like to add 5% increase to the RC cost, then it should be primarily based on the reputation of the users.
Since the default reputation is 25, then users with less than 25 reputation should get some punishment on the RC cost.
This would probably effectively reduce the amount of the spam comments.
Never though about that. That is a good way for reducing the spammers. But still will not help the payment for the servers for upkeep if you also reduced 5% fot minnows.
The point of adding 5% to the bigger people would be to cover the lost upkeep the minnows create.
