Sybil attack here will be relevant when combined smaller account's power (or resulting rewards) is bigger than that of one single account with the same cost. However the acquisition cost of those new smaller account should be higher than that of a good single account's because it is much difficult to achieve the same reputation score and performance score as that one good large account. The exercising limit can be an issue, because the attack can bring multiple accounts to exercise more power than the limit. If we want to avoid all these kind of possibilities, the theoretical maximum limit of SP exercising power per account can be set to same as the total curation rewards amount on a given period. If they can exercise the same amount of power regardless of number of accounts voted on a post, the only thing matters is the acquisition cost, and there will be no incentive to have multiple separate accounts.
