I believe this would add unnecessary complexity to the vote system for almost no gain. Curators only get 30%. And that is if they all vote after 30 minutes. So, you would have to add a switch to each post, or a flag to the person's account, in order to add this.
Also, this can already be done by voting in the first 3 minutes of the post. Before 3 minutes, 100% goes to the author. 95% after 3 min, 90% after 6 min.
If you are actually going to add something this complex, go for an account setting that allows you to change the amount each of your votes counts for. The default now is about 40 per day. You could change it to 20, and have each of your votes count double, but your voting power would go down 2x.
