The best way to earn money here without much effort is to curate - you can upvote posts that you think are good and receive a share of the final value once the voting period (7days) has ended. You get a greater share of the rewards by voting within the first 30 minutes that a post has been made.
Other than that, you can create original content that others can upvote and make money that way.

Resteeming are seen only by your followers.
If you have upvoted the post, then the benefit of resteeming is that it increases the amount of exposure it receives.
You make money based on your share of 25% of the total value of the post.
So you're essentially increasing the chance of a higher reward by resteeming.
