@jerrybanfield addressed this very thing in a recent video recent he did.
Some funny business going on here. Seems to me like those gaming the system are siphoning rewards away from the deserving Steemians who work hard to create great content.
Hopefully something can be done to shut this kind of thing down.
There's always going to be someone trying to game any system. Hopefully, the developers are working to stay ahead of the scammers.
