Here is a plan. It's very attainable and realistic.

In order for Steemit to succeed we need new users bringing value to the platform. "Worldwide, there are over 1.86 billion monthly active Facebook users" increasing 7% year over year. 61% of these users use a mobile device to connect, and 66% log in every single day.

The real answer is easy of user-ability.
Facebook is very user friendly and a person get started within seconds of joining.
Steemit is still growing with this but it is getting there little by little.
The new Busy page helps much with this and I love it, however, having it can also add to the confusion for newbies.

I think in the future Steemit could combine the best of both features into one space. It is important that people feel that they are "in" a space.
When people are on FB they feel they are on FB

Once ease of use is achieved, the next thing that will happen will be a spontaneous reaction "Hey, do I get paid as well."
And then they will also realize that their content adds value to them and to everyone on the platform, instead of into the pocket of one guy called Zuckerberg.
@rossenpavlov is right. It is not easy to get people off FB.
FB is addictive and people are actually happy being trapped in their FB algorithmic bubbles.
In my experience is seems to be those who kind of "wake up" that seek out another place to go.
And then Steemit is there waiting for them.
This is why I spend a certain amount of my Steemit time dedicated making sure newbies get a good warm welcome when they join. This gives them a positive feeling that they never forget. First impressions right?
This is the very least we can all do.

I don't thing spamming would do the job. I've been trying to recruit friends over to steemit in real life and it's a tough job.

Not spamming. Very deliberate link dropping.
Every day I see people complaining about Facebook
or Censorship or who are looking for something better.
Those are the ones we want to introduce to Steemit.
In my calculations I underestimate that only 10% join or stay.

There's a problem with sign ups at the moment. If you check @dantheman 's recent comments on his last blog there seems to be an issue signing up with phone numbers.
