I think the main problem is that the posts have so little time to try gain some weighty votes, then it's drown down the drain and dead. We need to prolong the chance for Steem content to be viewed and reviewed. Prolong the life cycle of content and diversify the content itself.
Here is my recipe to solve this problem. Maybe it breaks some laws and rules but i believe that essentially it will help.
