Everyone is aware that there is a power balance problem with steemit and as a result people have started catching whales, baiting whales, begging whales and so on hoping to get a piece of the pie. In time things should balance out, but the problem is what will happen meanwhile... a solution to help balance things out and help more people with the needed knowledge, time and enthusiasm in a vast array of topics to get some power and help in the meantime.

The bigger problem I'm seeing is that there are not enough whales for everyone, they can't cover and find all good articles and more importantly they may not be able to distinguish good articles in many more niche topics simply because they don't have the right knowledge. As a result only a certain type of posts get more attention as apparently they "are easy" and this is resulting in attracting more people to write about them greatly limiting the scope of topics covered on steemit.

Renting Steem Power for a given period of time could be an option that may help indeed solve the intermediate problem ahead of us at the moment, but long term it could also be a problem. Your concerns about people renting Steem Power and abusing it are right on the spot, as currently buying a lot of Steem Power just to abuse it comes at a high price and thus not very likely, but with renting at a lower price it may just turn out to be a serious problem.

What I see as a problem here is that being able to rent a lot of Steem Power for a short period of time and at a low price will encourage a lot of people that are in for the money to use this as advantage to just profit more without bringing any quality to the platform. Voting only for posts that are sure to get popular just to rapidly increase their Steem Power and not to help in finding more quality content and promoting it, so that more people will be able to see it. They can do it just once, so that they will be hard to get filtered as non-reliable curators, then again how exactly will the quality of the job done by the person that rented power will be decided and by who exactly...

Thank you for good comments. I think the market price of rented steam power will be higher than the rewards that can be generated by those short-term abuses because of the quality score mechanism. It will work similar to Google Adwords that screen poor performers automatically. You can bid high price to get more exposure, but if your ads on Google (your votes on Steemit) is not relevant, your costs gets higher and higher. Normally if you starts a new campaign with a new account, it is very difficult to break even unless you have very strong accumulated knowledges and speciality on the area or the field.
