Only thing I would add to this list is better tags. So when you click for instance "marijuana" you don't see pictures of men in bikinis begging for steem and such.
yes that's true. but that is more dependent on the user himself. to use proper relevant tags. But yes something can be done to de-moralise people using tags unfairly. maybe bots downvoting them? who knows!
Or steem could add curation rewards for correctly tagging articles as well.
ya they could! it would be sweet to have another source of rewards :D
