I think @ozurumba is qualified for this, his articles keep me going on steemit, he upvotes many people, he also organised steem MeetUps .. He deserves this if given the opportunity so as to help more minnows.. He even talked to me lately about recruiting more people and he needs steem power to be able to help these people get on board..
