You can make more upvotes but your voting power will drain and take longer than a day to recover. With an average of 10 100% votes each day you keep your voting power stable an never run out.
When you reach 500 SP you get a voting slider so you can choose the voting % so you can make more votes since lower % votes are still worth something.
