.001 steem transfers are usually memo spam, people sent them out en masse to promote stuff. Check the transaction history of the account sending the .001 memos and you are likely to see that they spam those memos to everyone and not just the downvote ring. As others here have said, the proper response to these downvotes is to ignore them. Spending your time and energy on them is totally pointless, the accounts are already blacklisted and cannot ever gain more SP, and the tiny amount they have is not enough to register a single thousandth of a Steem loss even if you were flagged by a ton of them. Sort of like a cloud of annoying insects, except they can't actually bite or do any damage. Don't waste your energy on this.
