How to get a tag to appear under Tags and Topics?

#Tagging a post is supposed to make it easier to find, or at least categorize it with some sort of relevance. But only a limited number of tags show up on the right side of the screen under Tags and Topics.

How does a #tag get to that right side menu? Are those the most #tagged #tags? Are they a preset list chosen by steemit devs? What is the #secretsauce that gets your #tag to appear?
