I think that's a great idea.

Really, if you downvote something you should leave a comment explaining why. Not everyone does this, so forcing some feedback for the downvote would help out, especially new users that don't know all the nuances of steemit yet.

Exactly. I've thought did I comment too much and they got annoyed or was it thought to be spam or did I offend someone. You should not be able to hide behind a flag.

Everything else is visible on the blockchain and so should flagged content.

I especially dislike flagged content that is clearly jealousy. The trending posts always tend to have a few flags, but even if you try to call out the users who voted this way, chances are you don't ever hear.

An option to overturn a flag (like if someone were to say it was spam when it clearly is not) should be allowed.

Some flags may cost users tens or hundreds of dollars, but if all users can see why you flagged something, each flag represents your reputation as much as each post.
