If you upvote before 15 minutes all your reward will be given to the author, upvote from 15 -29.59 minutes your will get 50-70 % reward of your upvote. And votes after 30 minutes you will get your full reward.
Does the 30 minute rule apply to up voting of comments on a post as well? That's the part I'm not clear on.
