Not sure abt number one but I feel other non-earning sites will still be considered by other people not looking to earn money online or are not business minded? I dunno.

Steemit is too complicated to use for some people so they just stay in Facebook, Twitter or Instagram. I say the condenser sites or other Steemit related sites have a higher chance to make it to number one because those are usually more user friendly.
