I know of some users that although you do not give negative votes in your publications or they insult you, what they do is resteem everything, they do not publish and what they do is review the people you follow and tell them to do it and not only with that handle more than 5 steemit accounts @brimax
Your right, and that sounds like a lot of work with no return.
