With a little thought it would be pretty easy to remove the spammers you are referring to.
But I do feel that user moderation is the most sensible way to go, after all why would you create an incentivised, decentralised social media platform and then pay moderators to remove content.

User incentivised moderation could be the answer if a good way of implementation could be found
